I think it is related to your strength and defence and stuff lile that but im not sure.
Doing anything in Torn will give you EXP which is required to level up. How much EXP you have and how much you gain from an action is hidden to us. What gives you the most EXP is attacking and then leaving someone. In Torn for making money, it is imperative that you reach level 15 to make money easily. So I recommend you reach level 15 as fast as possible by leaving people on the street.

You level up by gaining experience. You gain experience from doing most things - attacking other players, committing crimes, training at the gym, etc.
