No one really knows. You can't unlock her, and content for new missions isn't currently being worked on. Developer focus right now is on Bookies 2.0, Poker 2.0 and then Crimes 2.0, followed by the new warring system.

I imagine she'll be released once there's new gameplay elements added. It'd just be annoying if she was a clone of Duke.
