According to the rules, only English can be used in forums and chats. Does this rule extend to the messaging system, and if so, does it also prohibit only using opening and closing phrases in another language?

You can message other people in other languages, as long as its not public (forums, global, NPC, trade.)

Any public area is to remain public to all. Hence the English-only rule. Private areas, such as one on one chat, messages and faction forums can be any language you want.
Tbh I didn't bother reading the rules, I just clicked, because the only rule here seems to be anarchy.
Pretty sure the rules don't extend to my SMS app...
