A newie friend can´t move from George to Anonymous to start with missions, All the George´s missions are finished, the right arrow near George´s picture its there but with a black color, if you to touch it´s not activated. At the end, he can´t do the next missions. Any advise wil help him...

I believe the next mission agent is unlocked at level 5

Yes, Anonymous should unlock at Level 5, who then introduces you to Duke.
