doing mission, had to send a lottery voucher to Duke in a parcel, did this and sent to Duke, the mission last part was not completed.

Spoke to FAUSTUS (1328039) who sent me another to try again, this did not work, even though all other parts of the mission have been completed. 2 parcels now sent to duke.
  •  Obtain a Lottery Voucher ( completed )</span>
  •  Place the Lottery Voucher in an empty box ( completed )</span>
  •  Giftwrap the parcel (completed )</span>
  •  Send the giftwrapped Lottery Voucher to Duke  ( unable to complete ) </span>

Attempting to Complete this Duke Mission:
I have a little job for you in South Africa. Yeah, South Africa. 
I want you to track down. HarryC was supposed to pay me back as soon as he came back from his hunting holiday

Hunt this clown down for me like the grazelle he is. Use a rifle, so it looks like a hunting accident. 

Issue:

I checked on this player when I went to SA- When I attempt to attack the player it  will not allow me due to the inactive status.  How would I complete this mission?

You must accept the mission before you travel. If you do that first, you will be able to attack your target even if they have been inactive.
