My Bugatti is the best :)
The Lexus is best for Speedway. To see which cars are best for any track all one has to do is check the statistics in the racing page and see which cars have the best lap times. As far as upgrades https://www.torn.com/forums.php#/p=threads&f=21&t=15914298&b=0&a=0 this guide gives a good run down. Speedway is a long ratio track so the Paddle Shift Gearbox (Long ratio) is the transmission you should choose.
I am not a pro but 90% of the upgrades are going to be the same regardless of the track. the transmission, turno 2 or 3, and the tires for dirt or tarmac are really the only choices to be made except for not choosing the wrong thing. The guide linked above does a great job of spelling out what to do.

grats, your Bugatti is bad a s s. I saw one sitting in someones display case following a link on a thread somewhere. Makes me sad. Wonder how much they would sell it for. That would be an interesting auction.
They are rare and very very expensive
