Firstly, wrong section.

Secondly, you don't need a drivers licence, we drive illegally in Torn, you do however need a racing licence which you buy from the points building.

You can get a Drivers License by completing the GEN2113 course of the General Studies module. It will give you access to driving-related crimes such as Arson and Transport Drugs. 

Complete list of crimes that require the course to be completed:
  • Transport Drugs
  • Arson
  • Grand Theft Auto
  • Arms Trafficking
As Arson Warehouse will be an important crime in your Torn Crime Career it would be recommended that you complete the first two courses of General Studies module.

Be aware that this is completely different from the racing license that can be bought at the points market which will allow you to enlist cars and race them. For more on racing please visit Race Track - Wiki

It is not a problem for me but it is extra workload for the staff who have busy schedules so please try and be considerate.
