Stop spending merits on awareness. It doesn't do anything. Might want to limit your city checking to once a week, unless you're bored.
Every night at midnight TCT items have a chance to spawn on your City Map. There is no guarantee that they will spawn, or how valuable they will be.
Merits in Awareness will increase the chances that an item spawns by a small amount, however it's not likely to be worth it as it's still 100% luck based and there are much better uses for your merits (Education Reduction, Banking Interest, Life Points, etc.).
