I do not believe there is a minimum level before you *able* to make a faction. However, I would HIGHLY advise against starting one until you've gotten a decent amount of experience.

Unless your sole interest is in using it as a bank, running a faction is a lot of hard work and building one up from the ground is even more. If you have a close-knit group of friends then it can work, but otherwise you'll need to be able to provide some sort of incentive in order to attract new players to your faction, either a financial one, a resource one, or a protection one. It is imperative in growing a faction that you not only have active players, but also that you members interested in learning and helping the faction grow, because otherwise you're not going to get anywhere.

My personal suggestion would be to either: a) remain in the faction you're currently in and work on building it up (it seems as though you have a decent number of members, and you're already co-leader so you've obviously got an opportunity to practice leading) or b) join a well-established faction and get involved with it's operations (this is easily done by offering to help out with teaching new members the mechanics of the game, or to watch chains, etc). I would advise going for option b, but it's up to you based on where your priorities lay and whether you'd prefer to improve at the game mechanics/strength or get experience with leadership.
