I recommend reading through the Tutorial & Guides forum to get yourself up to speed with how things work. Or if you want a fresh beginning, talk to a staff member to have your account reset

Joining a faction makes it easy to meet people, and you'll learn from your faction mates.

Well, Torn is an open game, there are many possibilities.
Your profile says that you are a general in the army. Have you had that job for long? If so, you will have a lot of army points that can be spent.
Usually, it is recommended to spend army points on defense. In your case, if you have a lot of points and very low stats, it might be a good idea to spend 75% on defense and 25% on strength. This will at least give you something besides just defense.
Also, you probably have some good working stats.If your manual is at least 20,000 you could get a good job at a ten-star Farm for example. A job benefit there is extra energy, which can be used for training or attacking.
If you plan on playing the game now, you will want to get a donator pack before using your free refills. You can buy one for approximately $5 USD or you can get one using Torn money in-game, if you have enough money.
You probably came back to many free refills, but make sure you open that donator pack before using the refills. If you used your army job points on Defense and Strength, you could use the free refills to train in Speed and Dexterity. This would help get your battle stats more balanced.
Consider joining a faction. Look for one that is willing to take new players but also has some great faction specials. The faction specials will help you get stronger faster.
