I have refered a member that reached level 28 but I didn't receive any benefits, no pts or donator packs???

get them to post here to confirm that you referred them, and it will be looked into.

just remember, the rewards are not going to be creditted retro-actively.

I think you just need to click the Recruit Citizens link to activate the bonus. It used to be like that at least.
