You buy the mods from duke, using mission credits earned from the missions he gives you.
once you have a mod you add it to a weapon from the "mods" button on the item screen. right next to ammo locker
There is no inherent level requirement for using weapon mods. However, you must have unlocked Duke missions and have accumulated a significant amount of Mission Points. Once you buy the mod, there will be an icon next to the “Ammo Locker” where you can manage weapon mods.
