If you mean you are not getting the reward to inviting then Hanaresh need's to reach level 10 to get the reward. and then 20 then 30 then 40 and so on till 100.
If you mean you have not got referral honour then you need to visit the referral page(recruit citizens) to trigger it.
I mean she is not in my referal people
If you intend to get the rewards for level 10, ensure they don't level up until a staff member can make a decision. Or you'd miss out on them until level 20.

I referred 2199246 (TheInstigator) Player is now lv 18 and still no honor bar. I received some special gifts after she hit lv. 10 I think, but still no honor bar. Wiffle suggested I report this issue...
