Yes. If your friend referred you to the game and you haven't shown up on their referral list then create a thread in the bugs and issues forum and ask your friend to post on the thread.
Your friend won't get anything till you reach level ten, then every 10 levels after that.
I think the only time you can choose who referred you to the game is when you registered.
There's no other way once you get past that point.
