If you read a book, like Drive Defensively or whatever it's called, You only have the perks it gives for 31 days? Or does it take 31 days to read it and you get a permanent bonus?

I believe the bonus only lasts the 31 days my friend.
That book's bonus is temporary and lasts only for the time you're reading it ie, 31 Days

I believe you're referring to the Advanced Driving Tactics Manual which isn't a book, but is an enhancer that helps boost crime success of drug transport crimes. As long as the manual is in your inventory, it is always effective.
Some books provide bonuses only during the time you are reading them (31 days). Other books provide a permanent bonus at the end of reading them.

And here is some interesting info about books if you can't be arsed to check the link:
- Books are Non-tradeable.
- They cannot stack with other books.
- Each book is unique - you can only obtain 1 copy of each book.
- A book is a one time use item with a 31 day "book only" cooldown period, during which you have either a special effect/bonus or obtain stats at the end of.
- Once used, a book will leave a collectible copy of itself in your inventory for display purposes only.
- At minimum will take you 3 years, 269 days to use all 44 books.
- Being a Subscriber gives you the highest chance of obtaining one each month as a Subscriber Reward.
- There is a very small chance of finding a book in the City.
- Books are purchasable with mission credits if available as your mission rewards.
