What considers a game to have a bookie refund?

If it is because of something very controversial then I feel like I should be refunded my bet on the Saints vs Rams football game

Bookie refunds are given if a match is canceled. Not if something in the match itself was controversial.

What is the issue you're having with the game?

yeah, complaining about a missed pass interference call is not going to work. if Goodell did not replay the game, it does not get refunded here. nice try tho.
