By the description, High-Low modifier should go up as you win. Well, I won five times in a row and the modifier kept on 15%. Is that right?

No, the modifier always remains at 15%. The amount the pot increases is exponential because for every new draw, it multiplies the current pot by 15% (instead of just the initial bet).
Then they should left it "Modifier" instead of "Current Modifier" as that implies it will change.
