Yesterday I spent 250 army points on "Brute force" and received an output saying my strength had raised by 3 million or so, but there was no change actually.
Still, today I just spent my 10 points and my strength increased by 99 ... What could have happened?

I believe you are misreading the output as it shows decimal figures too. You gained 3900, not 3 million, sorry.
