General speaking, don't attack anyone; use energy for gym & more muscle yes... or heal others if you can.

Shoogs is one of those nasty little level holders that catches you off guard. I wonder how many pages of defends they now have in their events. Lol

Level isn't a good indicator of how strong someone else. In Torn, it isn't your level that makes you strong, it's your stats. A higher level means more life, but it does not mean more stats. Since a player can choose whether to level up or not, you need to look at other statistics than just assuming that a low level means a weaker player.

Look at their age and activity. Have they been around for a long time?
Look at their rank, do they have a much higher rank than you?
Look at their attacks won, and their defends won. If they have high defends won, they may be stronger than they appear.
Look at their net worth, more money means more money to spend on training.
Look at their drug use. More LSD or Xanax taken means they've had more energy to use.

Another tip, if you come across a level 1 named Jesus with a large bounty on his head, don't try to take it. Or you'll be meeting Jesus.
