There is currently a guy on the most wanted list (BujBju [869365]), sitting offline in the Cayman Islands for 36 days now - and probably will be for another 36 days.

Is there any way to remove him? Or should we accept, that top 10 most wanted will be top 9 most wanted from now on?

Maybe make it so the list excludes people outside of torn at the time of obtaining the list?

I can only assume you're referring to the Detective Agency special, Most Wanted.
I'll pass to Chedburn to see if he thinks there's an issue here to be addressed.
