My faction is about to get our first chaining upgrade, and I'm sort of in charge of informing newbies about how it works. I've looked at every guide that I've found, and I think I have a fairly good idea of how it works. I just have one question. Is it smart to only chain low-level inactives, or is there incentives to hit higher-leveled/active players? Does it offer more respect, or something less obvious?

You get more respect attacking people near your stat range. Higher the stats the more respect you'll earn. I'm pretty sure level has nothing to do with it.

The trouble with hitting actives is their faction may hit you back for the retal bonus

It's about total battle stats between the two fighters, the amount of total respect you receive.
I'd recommend hitting people who are inactive / offline to prevent bad blood and vendettas.
If you have territory many factions exploit the fake wall wars thing to get more respect per hit with their neighbours.

You're right
Base respect is level dependent. Very simply, the higher the level of your target, the more respect you will earn. Base respect follows the equation:

Alright guys; I appreciate the help. I think I've got it, but is there anything that isn't obvious about chaining? Like something that you wished you knew before you started chaining? Sorry if I'm newbing it up, but I just want to be sure I'm covering all bases before starting.
Have a list on your forums of everyone taking part and which chaining merits they have yet to get.
Ensure bonus hits are organised ( this is where respect for your leadership comes into play). One method is at ten hits before the bonus hit each chainer calls out the hits ie on 85th chain counter :
Tim : start calling hits, Sam has the bonus hit on 100 .
James : 86
Fred : 87
*James hits 86
*Fred hits 87
Kyle : 88
James : 89
And so on until Sam claims the 100 .
( I used 85 as that's a good time for people to slow down and take notice. It gives bit of time for people to realise time to slow ).
There will be bonus thieves. "Amazing" how often it can happen but a good team will be patient with getting their merits on bonuses.
Weapon merits are good to get during chains. I have yet to complete mine, should have done it long long ago.

A good pace to find decent respect targets is from recent Dukes missions. These should nearly always give a fair fight bonus.
Obviously your members don't want to be choosing targets that they massively struggled with..
For max respect for faction ask your members to leave their targets in the street. Newer players will be tempted to just mug, trying to grab that odd 50k or so not realising that extra respect gained for faction will be more valuable to them in long run..
If you have friendly neighbours, they may be willing to set up fake war for maximum respect gain. Obviously your faction would be expected to return the favour.
Overall the secret to a good chain is communication, especially during the slower parts of the chain..
Knowing who is watching chain, who else is online with how much e available, whether they're just dumping hits or can stay about to help slow play.. whether they can refill or take xanax..
Good luck with the chaining
Pooch xx

What are bonus hits? Also does someone losing an attack break the chain, or is it only inactivity for 5 minutes?
Bonus hits give extra respect points and a merit.
Example hit a 100 you get +80 respect points on top of your usual respect points.
Be aware you will reduce the other faction respect more with this.
Your chain is all about getting to the next bonus hit. Initially you may not have them unlocked and so you build your respect to unlock them.
Your chain breaks if you let the timer run down not if you lose the fight.( Unless you lose the fight and font have time to get another hit in)

If it were me I would have everyone stack energy up to 1K and do as many 10 or 25 chains as you can. Supply them.with xanax and refills and just smash as many as you can.
Once youre done go into training break for a week or two
Rinse and repeat.
A big part of chaining is motivating people to stack and also just to turn up at the right time and make hits. Some offer prizes for top hitters and most will kick slackers.
Losses dont drop a chain, once the timer drops to zero the chain dies or if you dont make the first 10 hits in 5 minutes??? I think

Oh yeah ! Forgot that get to ten asap that can be a nasty Surprise the initial ten , the chain timer does not reset until you get the first ten.

Mentions: Chaining 2.0: A Guide to Respect
Okay I wrote up a forum post in my faction forums giving a brief explanation of chaining. Could someone go over it, and tell me if I'm wrong about something? (ignore and spelling/grammar mistakes xD)
Chaining Basics
Please read entire guide if you plan on participating in the faction chain. We're laid back here, so participation isn't required. If you do plan on chaining then we expect you to know what it is, and how to maximize your chain. If you already know how to chain; feel free to disregard this post. I will work on getting a faction discord set-up to make planning chains easier. Once I've done so I'll post the join link in the forums.
What is Chaining?
Chaining is when faction members plan their attacks to happen in a row with little time in between attacks. This is used to gain respect for the clan, and can also be used to gain honor bars. Chaining is perfect for factions like us who don't want to war with other factions, but don't want to rely on crimes and regular attacks for respect.
How do I Chain?
In order to start a chain; 10 successful attacks must be made by faction members in a span of 5 minutes. Our first upgrade will only allow a chain of 10, so at first this will be all we can do. After 10 attacks; every attack afterwards needs to be made within 5 minutes of each other, or the chain will start to lower. For example: if we're at a chain of 12, and 2 minutes later a successful attack happens. Now our chain will be 13. If someone doesn't land a successful attack in the next 5 minutes; the chain will start to lower until another successful attack lands. The point is to get the chain as high as possible to maximize respect gains.
Who do I Attack?
Technically you can attack anyone, but there is a few things to keep in mind. First of all, the most obvious thing is to be sure you can actually take down whoever you're attacking. Don't attack someone whose a much higher level than you, or someone who seems like they are more experienced than you (account age/activity, higher rank, tons of honors, etc.) Try to attack people you can be sure you can take. Also be sure to attack inactive players (check how long it's been since their last action which is located at the bottom of their player profile.) This doesn't actually affect reputation gains, but we don't want to piss off other people/factions. I know earlier I said to be sure that you can take who you're attacking, but also don't attack people who are a lot lower level than you either. Level/total battle stats of the the person you're attacking will determine how much reputation we get. If we only attack a bunch of level 5s; we'd get less reputation than if we only attacked level 20s with higher stats. Always leave your targets when chaining for maximum reputation gains. This means no mugging.
I'll try to get a list made on the forums of safe inactive players to attack at different level ranges to make finding optimal players easier.
Bonus Hits
Bonus reputation is gained after reaching a certain number in the chain. The bonuses are listed below.

A good start.
One issue, soon as the timer runs out the chain goes into cool down and must reach zero before you can start chaining again.
Any hit in cool down will not help the chain recover.

Correction on the timer.
If no hits were made within the 5 minutes time, the chain will die and you need to start over when the cooldown hits zero.

Thanks! Corrected before I misinformed someone.
So will this reset the chain to 0, or just make it to where it can't be added to after a certain amount of time?
The chain timer will count back down to zero for a period of time.
After it hits 0, you can start another chain.
If you make any hit during the cooldown, you will still get the respect and multiplier bonus, but it won't revive or continue the chain.

You should chain on this faction:

All high level, low stats

Just remember if your chain upgrade is 10 hits, you can only do 10 hits in a single chain.
Hence why I suggested doing multiple 10 chains so you get as many 10 bonuses as possible. Do 10 hits, allow the chain to die, and do another 10 chain, and so on.
If you want to do higher chains you'll need to invest in chaining more. It's a catch 22 and why people shouldnt buy brand new factions.
You need respect to invest in chaining, but cant chain properly by doing 10's all the time
