I just completed the kickboxing course and wanted to know how the kick attack works, does the damage depend on your choice of footwear?(lets say combat boots) and is the base accuracy?

I really wish my scuba flippers had an effect when worn / used to kick someone. Just imagine that satisfying "Thwunk" as it smacks someone in the cheek :P
No.
For starter, combat boots don't have strength value. It's an armor so it only have defensive value.
Kick and fist attacks are determined purely by your strength vs your opponent defense (and armor).

Like a thrown Trout to the face! xD
Kick appears next to the fists icon when you are attacking someone.
You just have another option available for a non-weaponized attack.
