Duke told me to bounty someone for a mission, so I went to the bounty page to put a bounty on them. However, when I tried to type in the Reward per Hospitalization box, anything I type just turns to 0.

You need to have money on hand before the page is loaded. Unlike other pages (such as property vaults) the bounty listing page doesn't update itself automatically with your current cash on hand, and only loads it on page load, so if you open the bounty page and then get money after the page is loaded, the page won't know you now have money . Get some money first, and then load (or refresh) the page, then try again and it should work.
Try that, and let me know if it solves your issue.

Well, I'm afraid if you didn't manage to complete the mission by now, we cannot do anything, as it will have timed out.
You just simply either didn't have the money on-hand, or removed it in another tab, which doesn't live update currently.
