Is it worth to buy driving license or spend that Points in other way? Or it's better to get Money for Points?

Nah, you probably just need to race again to proc it. Or maybe you have it but you didn’t notice?
The racing license can be bought with points, and is required if you want to race.
The driving license is a different thing, required for certain crimes (because apparently criminals wouldn't drive without a license, that's against the law) and you get it by completing an education course. GEN2113.
You will probably want both eventually, and neither is high priority early on.

I think that driving license should be bought and racing should be done after you've earned a lot from traveling and you can basically multiply your money if you do not travel also.. That is when you can grind towards class A and other merits.
