As you level up, various casino games will become available. I am not sure at what level they are all available, but it is low, so it won't take long.

Simply by leveling up.
You get everything unlocked by level 7 for the casino, I believe.
Once you hit 10, you get the Duke Missions and some other stuff.
At 15, you get the ability to fly.
Past that, there's nothing new to unlock at all. It's just a numbers game at that point, whether it's stats or money. Or both. You've gotta find your own happiness and/or way to play in Torn which is why friends and/or faction mates are generally encouraged.
