The toilet bowl fills up about half way. To me, an American, that doesn't seem that high. Yes, it does seem wasteful (and it may be) but having nothing to compare it to, I'll leave it as is.
Really and seriously though, having a good bit of water in the bowl and the tank does 2 things. 1) It helps keep your poo covered with water. And 2) It helps flush everything down. Both of these things are tremendous when it comes to sanitation

so... i guess the plus side is you're less likely to get skid marks?
Skid marks on your undies can still happen, but they don't happen much in the bowl. Which makes it easier to clean
But what about getting swirls? That’s not an issue if the toilet water is just at the bottom.
I'm not sure what you mean by swirls, but if you're referring to poo streaking on the bowl itself, that really doesn't happen unless you have some raunchy poo. I honestly believe that the biggest reason that there's so much water in our toilets is purely due to sanitation. It's hard for germs to come up out of the poo and get into the air if it's trapped by water. However, it does happen. Especially if you've had diarrhea and you don't close the lid before you flush. There is a bacterium called Clostridioides difficile that is especially prevalent in watery diarrhea. It gets into your body via the fecal-oral route, which sounds absolutely gross but really just a microscopic spec will do, and is generally fatal.

So I'm not sure about non American toilets, but American toilets use very little water compared to toilets of the past, and the water in the bowl is there as a preventative measure against sewage more than anything else

Looking at the pictures i don't see how the British one works well. Maybe because im used to the American one.
cuz Americans eat a lot... so they sh*t a lot. Simple fact is they need a lot of toilet water so all their sh*t will go down properly! xD
