Does mug protection mean that if I get mugged with 1 trillion dollars then for the rest of time if I have less than 1 trillion dollars on hand I will not lose money if I get mugged?

To give a basic answer here: no.

It means that once you're mugged,100% of the amount you had in cash at that time will be protected for 1 hour. So if you have $100,000 on you and the mugger gets $11,000, you can carry $100,000 on you for an hour without losing it in a second mugging.

But say you add back not only the $11,000 that got taken, but another $50,000. A mugger could get a percentage of the $50K, but not the same percentage of the whole $150K you now have on you.

After 1 hour, 90% of the amount you have on you is still protected. The percentage or protection goes steadily down, until you're no longer protected after 13 hours and 53 minutes.

So if you have a trillion dollars on you and you get mugged, you can walk around fearless of losing any more for an hour, then safe in the knowledge that 90% is still protected for about another hour, and so on.
