The fortune teller in China can tell you progress towards next level, but you need to hit level 15 to be able to travel.
Your experience bar is invisible in Torn. You can't see how close you are to the next level until you reach level 15, fly to China and pay the fortune teller $75k. It's not really necessary, just keep playing and you will level.

To be honest, there's no need to check your level, simply use existing guides in the Tutorial section to level up quickly to 15, so you can fly and have unlocked everything ingame here (that has a level restriction anyways).
The fortuneteller in China requires you to fly as well, so no need for it.
Once you grasp the basics and joined a decent active faction which chains regularly, you'll notice that gaining experience will become easy.
