If your target's effective defence is 14x greater than your effective strength then you'll do 0 damage. You're target is simply too strong for you.

Oh look I fixed the bug. I still got it :)
  • fluffy initiated an attack against Saurog09:02:16
  • fluffy kicked Saurog in the left arm for 1009

This is because their (effective) Defense is 14 times higher than your Strength.

I.e. You're able to hit them, but not enough strength to do any damage.
