To Torn city's property officers and any staff you have hired (aka Ched XD)
To "the system" lol. Upkeep is just a way to get some money out of circulation to keep the economy relatively stable.
Water, hydro property tax, staff costs.
Its siphoned of into the beer & drugs fund for the staff Christmas party.
