Alcohol and candy items are considered boosters. Each item has it's own cool down timer (cd). You have an overall max booster cd of 24 hours available; without faction perks. If the cd reaches max, you have to wait for it to go below 24:00 before you can take another booster item.
So at 23:59 you can take another booster item. If it adds 30 mins to the cd, then your cd will be on 24:29, and have to wait 30 mins before you can take another.
