Driving Licence is an education course, under general studies. These unlock a bunch of crimes you couldn't attempt without it.
There's also the racing licence which unlocks the race track in the points building for 50 points, which gives you the ability to race cars and earn a few merits.

If you want to race I believe you can purchase it with points but you have to be 16 years old and watch out for those red-light traffic cams!
