How do some people have more than 10 bounty slots? I see people with 60 - 100 bounties listed in newspaper.

As above. They have annoyed more then one player and have multiple bounties placed by multiple players.
Players also pay others to use their bounty slots on someone.

So as the people stated above, more than one person can place bounties on someone. Some people sell their bounty slots out to others.. so if you have the funds, you can pay other people to place bounties one someone of your choice.

Just to clarify, I see the quantity listed as more than 10 by the same lister. I assume that number refers to the total number of bounties on the target by all players then, not the lister? Seems kind of misleading to me, since I can't tell how many bounties were actually placed by that lister for that amount.

That's the highest bounty which is getting displayed. This includes numerous bounties of lower value. To see them, go to the player's profile and click the bounty icon.
