Imagine a world where your XP was constantly decreasing. Activity such as crimes, attacking, reviving etc. raise your XP as per usual but it's a constant battle against time. Periods of inactivity could have you drop levels and being in jail, hospital, OD'ing and radiation poisoning could increase the rate of XP degeneration, as well as a tier system where higher level players lose XP faster than lower level ones.
It would make levelling up more of a challenge rather than just waiting for XP to build up over time, and also force a new style of playing where the consequences for certain actions have more effect.
