Everyone knows about the Dirty Bomb and it's effects but imagine if there was a bigger, but more focused attack. What I propose is a weapon, either a SAM or suitcase bomb, that is secreted on a factions plane, taking out their leading hierarchy. I suggest a combined effort taking a lot of nerve from multiple participants and there should be stages to the attack, from procurement of the actual device/weaponry, to the set up or smuggling off the suitcase, to the actual detonation or missile strike.
At any time there could be random events that would either help, hinder or even halt the attack - for example a sick Customs dog misses the explosives or a particularly greedy Torn National Guard Captain decides to sell a missile system for a cut price rate.
But, unlike a Dirty Bomb attack, the effects would be two fold - the falling debris would damage a limited area in the city, while the weakened Faction would be weakened in both loss of Respect and also, due to their leadership's incapacity, other factions could take territories from them or have more successful attacks.
On the flip side, the jeopardy for the attacking faction could be that, if they are caught, they'll do some significant jail time.
If this is adopted, I believe that it will add another facet of depth to the faction/crime balance and will make the game richer for it.
