If stocks are maxed out at being purchased, how often do new stock come into play from the company? Say the max stock is 5 billion and its been months of being fully brought, does another billion of stocks get released or incorporated into the game?

When the number of stocks available is <1% of the total, then every 15mins there's a small chance (supposedly 1/1344 per tick-15mins) of new stocks being added.
