If you're referring to Stat Enhancers, yes; they directly increase your battle stats by 1%.
Crime Enhancers, on the other hand, will help your success rate in their given crimes, but don't affect faction Organized Crimes or crimes that you already have the highest success rate in. The success rate isn't easily visible, but they do help overall.

No problem. Your explanation on the other enhancers was good. I believe crime enhancers help success rate by like 2%? Don’t quote me on it but that’s what I read somewhere, I think. Anyways, 2% or not, they’ll help and they’re really worth it.
Stat enhancers aren't worth using before you have at least 1b in the stat you want to use the enhancer for.

thats why i went and bought them all... even though im only doing drug crimes... pain in the ass they are HAHA
