Does losing a fight means losing some exp? Or crime exp is different from leveling up exp?

Crime experience is different from leveling up experience. Losing a fight does not cost you leveling up experience.
Crime experience is for things such as crime and busting. No where can you see how much CE you have other than the size of your Natural Nerve Bar. This in turn lets you know what crimes you can do.
When it comes to your level many things play a factor into that. Stats and net worth are just two off the top of my head. There are many good guides that you can read on leveling and what exactly it takes to level up.
Just a heads up if your shooting to hit the top level of 100 you are in for a looooooong ride. This game makes WoW look like a hopscotch when it comes to leveling.

O boi, if only we could lose level xp, I would lose a bunch of attacks to go down to level 20 or something, assuming they didn't take away my awards :D
