I currently have a castle with a vault. If I were to rent out and live in a different property could I still use the vault in the castle. Follow up question could I rent out the castle and continue use vault. Thanks

You can only use the vault of the property while currently living in it.
So to answer part 1, yes if you switch back to your castle to access the vault
Part 2, no since you rented out the property to someone else you can not spontaneously decide to live back in the castle and access the vault.,

To add on the previous answer, if you're in a higher happiness property and want to access your (unrented) property vault, make sure to do the switch and back within the happy reset times of hr15/30/45/00 in order not to reset your happiness back to castle values
