First you need to get some dirt on someone, then after you get the dirt you need to threaten to give the info out to someone else who will probably hurt them in some way. Demand 100k in return for not giving out the info.

This is a faction's Organised Crime (OC) thing. The person in the faction that has access to the OC will assign faction members to a crime. You can see this on the faction page under the Crimes tab. Once the timer is complete, the person can then Initiate the crime (provided the people in that crime are in Torn and not in jail/hosp). The crime is then either successful or a failure depending on a couple of factors (mostly the participant's crime xp and the type of OC they're doing).
Through all this the people who are doing the crime actually does nothing, other than being available for when the OC is ready.
