Basically Duke has several levels and the higher the level he is the better the loot he drops. On YATA (Yet Another Torn App) you can see what time Duke and other NPC's reach a certain level. Usually people attack around level 4.

Loot level is like goldilocks’ porridge.
Level 3 is too cold, Level 5 is too hot but Level 4 is just right :)
Each level yields an extra item that can be looted. Loot level 1 will be a single item, 2 - 2 items, 3 for 3 items (you get the point). Each level takes an amount of time to reach too. It has been worked out that hitting at loot level 4 is the best. As MrDoe said, you can check the time that loot level 4 will be active via the Yata website (no need to download anything). You should aim to join the fight 1 or 2 minutes before that time and then sit and wait till people start fighting Duke/Leslie. You should also make atleast one hit during the fight to be included in the random loot drop which is decided at the end of the fight.
