If I don't pay my property upkeep, how long until it affects my happiness?

I believe it was either at 50mil or 100mil of unpaid upkeep (I forgot but its one of those 2 numbers, then it is a linear decrease)
Seems to be 50m per this thread. Then it will slowly decrease.

And according to this thread below, at 150m unpaid upkeep, your PI happiness will be 0.
