I think there should be a 1/8 chance of being detained when landing in china( In Torn ) and then add cheapest xanax there as well to make the risk worthwhile ( since they pump out all drugs anyway it makes sense )
Flying should bring some kind of risk depending on location that would make players consider whats worth, and what isnt worth depending on how lucky they feel.
