new players shouldn't be allowed to come in on the dealer button.
they should either wait another hand(if the table is full), so they come in on the cutoff

OR

if the table is not full, the button would go "inbetween" New players should always come in on the cutoff.

having to pay the small blind twice, or bb 2-3-4 times in a row is an unfair advantage

it's more in concern with new players coming into the table, are you going to regulate when every player who wants to play comes in and posts?

no player should be SB more than 1 time per orbit, button should always move to the sb. the button should always move forward 1 seat/player

the button should always move to the sb, even if it skips a new player, the new player should then post in the cutoff(if he chooses, or wait till it's his BB) it shouldn't stay in the same "seat" nobody should be allowed to come in on the button, even if they pay. same as how nobody should be able to come in on the small blind

them the rules

"Players may not be added to the table and receive a hand at the small blind position. They must wait until the button passes their position before they may be dealt into the game."
