arson warehouse
according to tornstats (via nash's nerve guide), kidnapping the mayor is the CE equivalent of 2.25 warehouse arsons.
Mayor Kidnapping does indeed give more CE than Arson, but the success rate is so low that long term, Warehouse Arson is better for building CE.
so max success rate for Kidnapping is still < max success rate for Warehouse Arson?
In theory yes. There's no solid data on max success rates at this time, but even people with high CE experience a much lower success rate with Mayor Kidnapping than they do with Arson.
