I noticed the arrow next to the pot leaf for the drug cd timer changes to green once you hit an hour left. Does this mean you can take another drug or is it just indication that you can take another drug soon?

Your drug cooldown prevents you from taking another drug while it is cooling down. This is to prevent you from spamming drugs for things like happy jumps.
So, for instance, if you have a drug cooldown of 6 hours, you can't take another drug until that cooldown reaches zero.
The drug slowly changes depending on how much cooldown you have left. Red being the longest time, Green being closest to zero.
Or, just hover over it/tap it to see how much you have exactly :p
