Presuming you’re talking about the weekly lottery, considering there have been over 630k tickets purchased so far with 356 tickets you have about as much chance or winning as we have of getting crimes 2.0 and more missions added.
I was planning to enter with 100 lotto vouchers, so 10,000 tickets
There's usually a handful of people who put in 10k+ tickets each week, some even 100k+. So, to answer your question, I'd say 356 tickets wouldn't give you much of a chance....but I've seen people win off of just using 1 lotto voucher, so it could happen.

You can do the math, just divide by number of tickets total sold so far.
The expected value of a ticket is exactly the same as the price of a ticket. Unusual for gambling. Over enough rounds, buying 1 ticket or a million are both equally valid strategies. But if you want to win THIS round, it's all about how many other tickets have been bought.

Now if you bought 19 times the amount you currently have (so roughly 6750 tickets) you would have a 1% chance of winning.
Again still about the same chance of us getting crimes 2.0, more missions, warring 2.0 etc
