No they shuffle the deck too much
Yes, here is a good indication of it working
= 52 is a good deck
> or < 52, someone is cheating

I don’t think it’s ever worked in Torn
Once upon a time a select group of players made a killing with it on more than one specific game, which resulted in the more rapid shuffling we see now.

You don't need to count since there's no limit to the bets. Martingale strategy works well on here. Just make sure you have enough for about 20 hands or so.
