You can purchase an already established business in the Company Discussion forum here - - https://www.torn.com/forums.php#/p=forums&f=20&b=0&a=0 through Classified ads in the Newspaper, trade chat or if you would like to start a new company go to Newspaper > Job Listings - https://www.torn.com/joblist.php#!p=main and click on 'find jobs' for the specific company you would like to start. At the top of the page there is a flag icon with 'start a (whichever you have chosen)company' , click on that to start a new company...
Rosie is right about everything but at Level 7, a company is probably a mistake. If you want to reach 10 stars, you probably should have all of the business classes finished in education. There are a couple other related classes in other education branches which also help.
But more importantly, it is a long road from 1 to 10 stars. Many players run new companies at a loss while they are starring up. Overpaying for employees and advertising.
But you could have your reasons. A company gives you a cheap vault. If you fell into a lot of cash as a new player, it could be an OK decision to buy or start a company. If you are broke, like most new players, it is probably a mistake.

Usually, it is better to get those classes done, and by then you can afford to buy a company with some stars. Even experienced players usually buy companies rather than start them.
and i believe you can start running one at the minimum level of level 10.
