i was offline for a couple of months due to academic reasons, and on returning , i saw that some items have a new parameter called "quality". What does this parameter represent and what mechanics does this change?

No mechanics were changed, it's just a visual representation of something that already existed.
Weapons and armor have a range of stats they can have, quality indicates where in that range it belongs, whith 0% being bottom of the range, and 100% being the maximum possible.
Armors range from base to base+5, weapon accuracy from base to base+5, and damage from base to basex1.10 (not sure on the exact figure, I believe it's 10%)
